Tissue Paper is manufactured by weight on a grams per sq.meter basis (GSM).
Ask your supplier what is the GSM of paper. The lower the GSM the less will be the weight of material supplied to you and greater will be the length.
The lower GSM of paper normally would mean lower physical properties of the paper.
When buying toilet rolls check for length and see whether this is actually being received by you in practice. Also check similarly what competitors are supplying.
A softer tissue paper could also be a weaker paper than the not so soft sheet, check therefore what exactly is your need.
